European leaders agree to landmark EU reform treaty
EU leaders reached an agreement on a proposed constitutional treaty following two days of tough negotiations early Saturday, compromising to reach a deal which will be the basis for the Intergovernmental Conference to author the text of the treaty at the end of 2007. The proposed treaty, which EU leaders hope will be ratified before 2009 EU parliamentary elections, satisfied key objections from the UK and Polish government. UK Prime Minister Tony Blair outlined four-non-negotiable "red lines" earlier this week, objecting in particular to any proposed incorporation of the European Charter of Fundamental Rights , which EU leaders agreed will not affect UK law. The agreement also delayed the adoption of a proposed "double majority" voting system until 2014, which will be phased in a period of three years. Polish Prime Minister Jaroslaw Kaczynski has previously threatened to veto any proposed treaty unless it were voting rights similar to those established in the 200 Nice Treaty, which established a qualified majority voting system that gave Poland more power. The "double majority" proposal will require at least 55 percent of the ministers inn the Council of the European Union to vote in favor of a measure, but also requires that the minister voting in favor represent at least 65 percent of the EU's total population.
EU competition to remain in place
The French president has been persuaded not to try to dilute European Union competition law through the new EU treaty. As EU leaders discussed a draft outline, it emerged Nicolas Sarkozy got the words "free and undistorted competition" struck from the preamble. This led to predictions France may use the treaty to justify state support. However, sources in Brussels say a legally binding protocol will be added that protects existing competition law.
World failing Darfur, says Rice
US Secretary of State Condoleezza Rice has said the world has failed the people of Darfur, ahead of a Paris summit on the troubled Sudanese region. "I will be very frank. I do not think that the international community has really lived up to its responsibilities here," Rice said.

Right-wing businessman and football club president Mauricio Macri has been elected mayor of the Argentine capital, Buenos Aires. The post is one of the most influential and sought-after in Argentina.
Auditor withdraws Yukos reports
The auditor of Russian oil firm Yukos' has withdrawn its reports over a ten-year period, casting doubt over information it was given by managers. PricewaterhouseCoopers (PwC) said it made the move after it became aware information given by former Yukos bosses "may not have been accurate". Yukos' main shareholder criticized the decision, claiming PwC had come under political pressure from the Kremlin.
Critics Press Italy, Church on Clergy Abuse
Many pin the blame for a church coverup on the former Cardinal Ratzinger — now Pope Benedict XVI. There are no records on clerical sex abuse in Italy and those who want cases investigated often face the wrath of the Vatican as a result.
Securities Standards
The Supreme Court imposed a high threshold for initiating securities class actions, making it harder for shareholders alleging securities fraud to file suits against companies. The ruling adds to the long tally of wins for business this year.
Sporran wearers may need licence
Kilt wearers could face prosecution if they do not have a license for their sporran under new legislation which has been introduced in Scotland. The laws are designed to protect endangered species like badgers and otters, whose fur used to be favored by sporran makers.
