Google alerts users to suspected state-sponsored attacks

Google has introduced an alert system that warns users it believes may be the subject of state-sponsored attacks. The US firm says it will bring up a banner highlighting the danger when users are logged into their Google Account. An attached link will suggest actions to protect their data from being hijacked such as the use of tougher passwords and suggested system updates. The search company would not reveal exactly what would trigger the alerts. "We can't go into the details without giving away information that would be helpful to these bad actors, but our detailed analysis - as well as victim reports - strongly suggests the involvement of states or groups that are state-sponsored," it said. It only revealed that it would be based on the belief that a user might have become the target of malware or phishing - requests for some of their personal details from a party pretending to be a trustworthy source.

Judge grants preliminary approval for JPMorgan settlement

The US District Court for the Southern District of New York granted JPMorgan Chase permission on Monday to pay $44.6 million in order to resolve allegations of fraudulent bidding practices for state and local government investment securities at taxpayers' expense. The approval came after an order in March granting preliminary approval of class action settlement that set a final approval date to Monday. Judge Victor Marrero granted preliminary approval in the current case of conspiracy in fixing prices and rigging bids on municipal bond transactions and said that the settlement merits the approval as fair, reasonable and adequate. The settlement followed JPMorgan's agreement of last July to pay a total of $228 million to federal and state authorities. It agreed to pay $51.2 million to the affected municipalities, and its affiliates agreed to pay $177 million to settle parallel charges from other federal and state authorities including 25 states' attorneys general, the Securities and Exchange Commission, the Internal Revenue Service, the Office of the Comptroller of the Currency and the Federal Reserve Board.

Nasdaq to begin Facebook compensation

Nasdaq OMX is expected on Wednesday to take the first steps to compensate brokerages, such as Knight Capital and Citadel, that lost some $100m on the first day of Facebook trading due to the exchange's software glitches. A series of software problems on the morning that Facebook's stock began trading last month have been at the center of the storm of inquiry around the botched $16bn public offering, as Facebook's shares have plunged more than 30 per cent from their offering price, an unprecedented speed of decline for such a large IPO. In addition to professional traders, new investors in the stock have lost some $33bn in market value since the shares began trading. The stock, which was offered at $38 in last month's IPO, closed at a fresh low of $25.87 on Tuesday, a drop of 3.8 per cent on the day. The SEC has said it is examining Nasdaq's decision to open the stock on May 18 despite the trading problems, and a group of investors have also sued Nasdaq. Investment banks led by Morgan Stanley which underwrote Facebook's offering, and are also under regulatory and investor scrutiny for the marketing and pricing of Facebook, have attempted to highlight the role played by the Nasdaq glitch in breaking investor confidence in the stock. Nasdaq has already agreed to some compensation for those brokerages, but the details of that plan are still forming.

China bars stock index web search after Tiananmen match

China has blocked access to the term "Shanghai Composite Index" on some of the country's most popular micro blogging sites. This was after the index dropped by 64.89 points on Monday. The numbers correspond to 4 June 1989, the date of the crackdown against protesters at Beijing's Tiananmen Square. China strictly prohibits references to the crackdown and has also censored other terms relating to the unrest.

China warns foreign embassies not to monitor pollution

Foreign embassies in China should refrain from publishing their own independent air pollution readings, a senior Chinese official has warned. The deputy environment minister's comments appeared aimed at the US embassy, which puts out its own figures on high pollution levels in Beijing. The US embassy has a monitoring station on its roof and publishes the results hourly on the internet. Air quality in Beijing and other cities is notoriously poor.

California gay marriage ban nears US Supreme Court

Backers of California's same-sex marriage ban say they will appeal to US Supreme Court, opening up the chance of a binding ruling on the issue. The move comes after a US federal appeal court declined to reconsider its earlier decision striking down the ban. Gay marriage supporters also welcomed the news. Last week, another appeal court declared unconstitutional part of a federal law that bans recognition of same-sex marriage. The timing of both cases means it is possible they will be heard together at the Supreme Court, although new cases are not likely to be heard until October.

Florida anti-Cuba law challenged

The US subsidiary of Brazilian construction company Odebrecht goes to court against the state of Florida over legislation that bans business with Cuba. The Florida law bans local authorities from hiring companies that do business in Cuba or Syria. Republican Governor Rick Scott says taxpayers' money should not be used to support dictatorships. Odebrecht USA argues the law is unconstitutional as it sets foreign policy. The lawsuit says it is up to the federal government to approve laws dealing with foreign affairs. The legislation was signed last month and is due to come into effect on 1 July.

Media giant Walt Disney to ban junk food ads

US media giant Walt Disney has said it will ban junk food ads on its TV, radio and online programs. The firm, which also runs famous theme parks, said it was setting new nutrition standards to tackle America's growing problem of child obesity. US First Lady Michelle Obama described the initiative as a "game changer".

New EU plan to stop banks failing

Proposals designed to stop taxpayers' money being used to bail out failed banks are to be unveiled by the European Commission. They aim to ensure losses are borne by bank shareholders and creditors and minimize costs for taxpayers. It wants to prevent runs on banks in one country - such as Spain or Greece - pulling down the entire system.

Moody's downgrades credit ratings of six German banks

Ratings agency Moody's Investors Service has cut the credit ratings of six German banks and three in Austria. The biggest bank affected was Commerzbank, Germany's second-biggest lender, which was cut from A3 to A2. Moody's delayed a decision on the rating of Germany's biggest bank, Deutsche Bank. "Today's rating actions are driven by the increased risk of further shocks emanating from the euro area debt crisis," Moody's said. The six German banking groups affected were Commerzbank, DekaBank, DZ Bank, Landesbank Baden-Wuerttemberg, Landesbank Hessen-Thueringen and Norddeutsche Landesbank.

ICC prosecutor: cut off aid for countries refusing to arrest al-Bashir

ICC - International Criminal Court chief prosecutor Luis Moreno Ocampo said Monday that economic or other aid should be refused to those countries that assist Sudan's President Omar al-Bashir in evading the arrest warrant that was issued against him in 2010. Al-Bashir's government has dismissed the case against its president as politically motivated and without sufficient evidence of the alleged crimes.

Indiana law lets citizens shoot at police

Police officers in Indiana say they worry that, when stopping a speeder or serving a search warrant, suspects assume they can open fire - without breaking the law. Indiana is the first US state to specifically allow force against officers. "Somebody is going get away with killing a cop because of this law." The National Rifle Association pushed for the law, saying an unfavorable court decision made the need clear and that it would allow homeowners to defend themselves during a violent, unjustified attack. Police lobbied against it. The NRA has worked to spread permissive gun laws around the country. Among them is the stand-your-ground self-defense measure in Florida, which generated nationwide controversy after the Feb. 26 shooting of Trayvon Martin, an unarmed Florida teenager. The measure amends the 2006 so-called Castle Doctrine bill that allows deadly force to stop illegal entry into a home or car.

Argentina's gender ID law takes effect

Transsexuals lined up Monday to be the first to take advantage of Argentina's groundbreaking gender-identity law, which enables people to change their names and sexes on official documents without first getting approval from a judge or doctor. No other country in the world allows people to change their official identities based merely on how they feel. Many other countries, including the United States, require people to pass barriers that sexual identity experts describe as painful or humiliating, such as hormone therapy or surgeries to physically change their sex organs and psychiatric visits to demonstrate they have "gender identity disorder" or other abnormalities. Argentina's gender identity law won congressional approval with a 55-0 Senate vote last month and took effect Monday. A small group of transsexuals chose to assert their rights immediately at a civil registry in downtown Buenos Aires.

Duma imposes protest crackdown

The lower house of Russia's parliament, the Duma, has approved a controversial bill which sharply increases fines for violations of laws on public rallies. The bill boosts fines from the current 5,000 rubles ($150) to 300,000 rubles for participants and up 600,000 rubles for officials. Opposition lawmakers had unsuccessfully tried to delay the vote by submitting nearly 400 amendments. Critics have accused the ruling pro-Kremlin party of destroying freedoms.

Federal judge rejects Apple's request for injunction against Samsung

A judge for the US District Court for the Northern District of California on Monday rejected a request by Apple for a preliminary injunction against four Samsung products including the Galaxy Tab 10.1. Judge Lucy Koh reasoned that the court does not have jurisdiction to grant Apple's motion for preliminary injunction and ban Samsung's products because Samsung has appealed the decision of the CAFC - Court of Appeals for the Federal Circuit that remanded the case to the district court giving Apple another opportunity to ban Samsung's Galaxy products in the states.
