International Court may define aggression as crime
More than 100 nations, contingents of human-rights groups and lawyers from around the globe, will begin a meeting on Monday in Kampala, Uganda, tackling issues that could fundamentally expand the power of international law. The thorniest question on the agenda, one certain to dominate the conference, is a proposal to give the International Criminal Court in The Hague the power to prosecute the crime of aggression. If approved, it could open the door to criminal accusations against powerful political and military leaders for attacks the court deems unlawful. Those could range from full-scale invasions to pre-emptive strikes. The court, the world's first permanent criminal court, already has a mandate to prosecute three groups of grave crimes: genocide, crimes against humanity and war crimes. Another proposal on the agenda would allow the court to prosecute leaders who use weapons with poison, gases, liquids or bullets that cause unnecessary suffering during domestic conflicts and crowd control by the army or police. These weapons are already forbidden in international conflicts. Many of the court's 111 member countries have said that they favor adding the crime of aggression to its mandate. They include Germany and numerous small countries that see the change as a form of legal protection. But others, including Britain and France are opposed, arguing that it would overwhelm the court and trap it in political disputes. The United States, Russian and China, which cannot vote because they have not joined the court and are in Kampala only as observers, are strongly against expanding the court's purview and are expected to work hard behind the scenes to postpone any action on the issue. Several diplomats said that those three countries, which along with France and Britain hold United Nations Security Council veto power, do not want to see a court with powers that could weaken the Council's influence.

New rules on confession to limit death sentences
Evidence obtained illegally - such as through torture during interrogation - cannot be used in testimony, particularly in cases involving the death penalty, according to two regulations issued on Sunday. A death sentence should be pronounced only with sufficient evidence acquired through legal means, stipulate the two regulations: One on evidence review in death sentence cases, and the other on excluding illegal evidence in criminal cases. Jointly issued by the top court, the top procuratorate, the ministries of public security, state security and justice, they are the first specific rules on collection of evidence and review in criminal cases.
Chinese school attacker executed
A man who attacked 29 children and three teachers at a nursery school in east China on 29 April has been executed. He was convicted of attempted murder and sentenced to death at a court earlier this month.

Ofcom unveils anti-piracy policy
Lists of Britons who infringe copyright are to be drawn up by the UK's biggest ISPs, under proposals from the regulator Ofcom. The plan is contained in a draft code of practice it hopes will curb copyright infringement. Names and the number of times individuals infringe will be logged. Music firms and movie studios can request details from the list so that they can decide whether to start their own action against serial infringers. However, any suspected infringers will be sent three warning letters before any action can be taken.
Ex-Minister Juan Manuel Santos leads Colombia vote
Former Colombian Defence Minister Juan Manuel Santos has won the first round of the country's presidential election. With almost all the ballots counted, Mr Santos - who is supported by popular incumbent Alvaro Uribe - is credited with about 47% of the vote.
Mexico exhumes independence heroes
The remains of 12 Mexican independence leaders have been exhumed in a solemn military ceremony led by President Felipe Calderon. Bands played and crowds threw white flowers as the bones were paraded through Mexico City in glass caskets. The crypts were opened as part of celebrations to mark 200 years since the start of Mexico's war of independence from Spain.
Malawi gay couple released after presidential pardon
Two gay men jailed in Malawi but later pardoned by the country's President Bingu wa Mutharika have been released from prison, say reports. Steven Monjeza and Tiwonge Chimbalanga had been given 14-year jail terms for "gross indecency and unnatural acts" after celebrating their engagement. They were pardoned during a visit by UN Secretary General Ban Ki-moon. But a government minister said the men could be re-arrested if they continued their relationship. The case sparked international condemnation and a debate about homosexuality in the country.
Kagan would likely sit out some cases in first year
Supreme Court nominee Elena Kagan will have to disqualify herself from ruling on a significant number of cases if she is confirmed. That's because for the last year, she has served as the government's chief appellate advocate, and the government is a party in roughly 40 percent of the cases heard each term.
France appeals court denies Noriega bail request
The Paris Court of Appeals on Friday denied a request by former Panamanian dictator Manuel Noriega to be released from jail while awaiting his trial next month. Noriega claimed that he is too well-known to be a flight risk and that because of his partial paralysis and poor health, he is not receiving adequate care in Paris's La Sante prison. The court rejected his appeal, remanding him to custody. Noriega was extradited to France last month by the US, where he had served a 17-year sentence on drug charges. Noriega faces money laundering charges in France for allegedly laundering $3 million in drug profits by purchasing property in Paris. His trial is set to begin on June 28 and will last for three days
Obama announces new regulations stemming from Gulf oil spill
Obama held a press conference Thursday to announce new regulations to mitigate future oil spill disasters and the current plan of action for resolving the crisis created by the BP Deepwater Horizon oil spill in the Gulf of Mexico. The government will be suspending several offshore drilling activities including exploration of platform locations in Alaska, pending lease sales in the Gulf and Virginia, and the drilling of 33 deepwater exploratory wells in the Gulf. The government will also suspend the issuance of new permits to drill deepwater wells for six months. Obama stated that increased government regulation in the oil industry was necessary to alter the "cozy and sometimes corrupt" relationship it has built with federal regulators, specifically the Minerals Management Service (MMS).
Amnesty annual report decries 'global justice gap'
Amnesty International (AI) on Thursday released its 2010 Annual Report, highlighting a "global justice gap" caused by influential governments avoiding accountability for human rights abuses. AI was critical of the actions of the Group of 20 (G20) nations, which it described as having a "particular responsibility to set an example," and called on its members to join the International Criminal Court (ICC). The report stated that world governments had yielded to political pressures and used international organizations and alliances to shield themselves from accountability for violating international human rights standards. The report cited veto use by permanent members of the UN Security Council to prevent the international community from taking action on rights violations committed by permanent members and their allies. It also cited the failure of the UN Human Rights Council to address rights violations during the Sri Lankan civil war due to complacency by Sri Lanka's regional allies.
