China is also revolutionizing the environment through well drafted legislation

Jayme Vita Roso

Nothing can be entertained in China without blatantly leaning on its Supreme Law, known as the Constitution of the People's Republic of China.

The evolution of the country's political foundations explain why it has reflected the blunt historicity of its construction since Mao's victory in 1949. In the introduction, it states: "Reform and openness are the bases for a stronger China. Only reform and opening-up can improve China; Socialism and Marxism have already been developed." It is also clear that this tripod did not make it to the middle of the century, especially because it is conceived, generated and applied by the Communist Party of China for the development of a socialist market economy, by "building a new socialist country, taking into consideration a new formula for industrialization with Chinese characteristics and making it an innovative country". This is what the Constitution says.

However, taking advantage of the capitalist financial system, it is my understanding that as the Constitution was reformed, the environment began to gain ground with well defined points, for the country to be turned into an "Ecological Civilization" whose purpose is to design a polynomial. This would be done to integrate humans and nature and harmonize production with consumption through rigorous planning, all within legal laws and respecting the most advanced principles of Environmental Law. Highlights include the importance of the principles of precaution and prevention, public environmental rights and citizen participation in rigid environmental justice with monitoring, application and compliance with the relevant rights (enforcement).

Something that is crucial to learning about this change and its socioeconomic and human effects, which is meant to have an extensive reach into the country's near future can be found at  here (only in Chinese). Renowned Chinese scientists making changes, beginning the process initiated by the change in the Constitution.

They reflect on what is intended after reviewing the EPL, giving authorities the power to promote an ecological civilization through assistance from environmental experts, including suggestions from the population and urging governmental authorities to pass sustainable policies that will be strictly enforced.

It is China's opportunity to be seen as a model, especially by other emerging economies (Science, Revising China’s Environmental Law, Guizhen He, Lei Zhang, Arthur P. J. Mol, Yonglong Lu e Jianguo Liu, 12/7/13, vol. 341, No. 6142, p. 133). In this article, the authors used an extensive and specially selected bibliography. The magazine article provides interested readers with an open letter about the topic written by Xiushan Li, with the title Evidence-Based Environmental Laws for China, which was published on Aug 30, 2013, under number 958. China will invest in the next coming three years the amount the equivalent of five billion dollars in it is environmental project, and can be increased if necessary.

All Brazilian environmentalists must study how and what to learn from the Chinese, and work with politicians to plan the future of the country, avoiding the erosion caused by predatory agribusiness.
